| Responsibilities | Implement China’s laws, regulations and policies related to Foreign and Overseas Chinese Affairs, the Party’s policies and guidelines, instructions and decisions on Foreign and Overseas Chinese Affairs from the CPC Yiwu Committee and the Yiwu Municipal People’s Government. Well serve as an assistant to the CPC Yiwu Committee and the Yiwu Municipal People’s Government in Foreign and Overseas Chinese Affairs, and make proposals for rule-making and planning of Foreign and Overseas Chinese Affairs; check the compliance of the relevant departments and organizations in implementing foreign policies and rules; coordinate important Foreign and Overseas Chinese Affairs; handle or assist in handling important foreign affairs. Provide advice and suggestions for the CPC Yiwu Committee and the Yiwu Municipal People’s Government in terms of Foreign and Overseas Chinese Affairs in economic development and opening-up; make use of outside resources to serve the economic development and social development. Review the relevant departments’ policies directly involving overseas Chinese and their relatives; control and coordinate overseas Chinese affairs among the relevant departments and social associations; research the information of overseas Chinese with trading and commercial activities; make suggestions on service management. Review foreign affairs document submitted by the relevant departments and organizations to the CPC Jinhua Committee, the Jinhua Municipal People’s Government, the CPC Zhejiang Provincial Committee and the Zhejiang Provincial People’s Government; apply for making foreign visits by leaders from the CPC Yiwu Committee, the Yiwu Municipal People’s Congress, the Yiwu Municipal People’s Government and the CPPCC Yiwu Committee, and their invitations of important foreign groups and government leaders; review trips for public service to foreign countries, Hong Kong, Macao and Taiwan by Yiwu’s groups and individuals and their invitations of foreign individuals to visit China; review and get passports and visas for individuals in case of trips on public service, visa notice letter or telegraph for foreign visitors, and other consulate affairs; ferret out activities in violation with policies or assist the relevant department in investigation and actions. Receive state guests, the Party guests, and other important foreign guests; receive China-based foreign diplomats on their services and visiting groups from international friendly cities (regions); coordinate foreign affairs of leaders of the CPC Yiwu Committee, the Yiwu Municipal People’s Congress, the Yiwu Municipal People’s Government and the CPPCC Yiwu Committee. Learn and check activities of groups and individuals on public service in foreign countries and activities of visiting foreigners; periodically summarize the aforementioned information and file a written report with the CPC Yiwu Municipal Committee, the Yiwu Municipal People’s Government, and superior foreign affairs offices. Plan and implement the friendly exchange between Yiwu and foreign cities or regions and apply for approval as required; organize, coordinate and administer friendly exchanges between Yiwu and foreign cities or regions; guide private communication with foreigners, and review and forward application for friendly foreign exchanges of private institutions. Communicate with foreign embassies and consulates to China; plan and administer exchanges between the relevant departments and foreign consulates. Administer foreign journalists in interviews in Yiwu; guide the relevant departments to do a good job of arranging interview activities of and receiving foreign journalists. Administer and guide the relevant departments to well deal with foreign experts in Yiwu and training in foreign countries; deal with or assist in management of foreign affairs; assist the provincial foreign affairs office in reviewing and issuing certificates of foreign experts; review and forward the filing of awarding honorary titles to friendly foreign persons. Administer international conferences and activities in Yiwu. Offer knowledge of foreign policies and disciplines to foreign affairs officials and ordinary staff, and public service persons on trips to foreign countries; organize training on foreign policies and job issues for foreign affairs staff; organize statistical work of foreign affairs. Assist the publicity department under the CPC Yiwu Municipal Committee in make good publicity and educating the public on foreign affairs; according to documents and materials from the CPC, the State Council and other authorities, provide publicity materials on current international issues, foreign policies and important international issues in a bid for consistent comments to the public; assist in reviewing important foreign reports and the relevant foreign documents and writings. Research efforts in introducing capital, technologies and talents from overseas Chinese, Hong Kong and Macao and make policy suggestions; assist the relevant departments in tapping international markets via overseas Chinese. Implement the “Law of Protection of Returned Overseas Chinese and Their Relatives of the People’s Republic of China”, protect the lawful rights and interests of returned overseas Chinese, their relatives, and citizens of Hong Kong and Macao; work on overseas Chinese affairs; assist the relevant departments in personnel arrangement of distinguished overseas Chinese and their relatives. Implement the “Code of Conduct of Foreign Affairs Staff”; assist the departments of discipline inspection, internal compliance and security in checking compliance with disciplines for foreign affairs and security issues; timely give advice and suggestions on dealing with activities in violation with disciplines for foreign affairs. Other routine work of the office of Yiwu Foreign Affairs Leaders Group and other tasks assigned by the CPC committees, governments and the superior authorities. |
