Set “inspection point” and raised discovery ability. Entry-Exit Administration of Yiwu Municipal Public Securities Bureau set “Visa Service Management Station for Foreigners of Yiwu Municipal Public Securities Bureau” in the western gate of the first phase of International Trade Mart recently, provided foreign-related consultation service of laws and regulations for many foreigners in Yiwu, and looked for illegal foreigners who resided illegally and declared lodging registration not according to regulations. Up to the end of July, “inspection point” totally provided certificate consultations over 800 times, inspected overseas personnel’s certificates 1,270 times, discovered 528 persons not taking with passport and 52 events of declaring lodging registration not according to regulations, seized 11 cases of illegal residence, and found out 1 person prohibited for entry.
Established “team of fighting against illegalities” and raised the ability to excavate deep. In order to effectively fight against the foreigners with “three illegalities” of illegal entry, illegal residence and illegal employment, Entry-Exit Administration established a professional “team of fighting against illegalities” made of 3 civil policemen and auxiliary policemen recently. “team of fighting against illegalities” periodically made analysis and research on the basis of the basic information and widely opened channels to look for suspicious clues and rigorously investigate; at present, has seized 8 foreigners illegally and maliciously staying in China for a long term (average term of illegal residence is 30 months) and effectively stopped foreigners of malicious and illegal residence to move from key provinces to the local places.
Deepened “credit worthiness” and raised guiding ability. This bureau recently formulated Working Scheme of Foreign-related Units’ Class Evaluation 2011, made statistics and analysis on invitation number of people and illegal number of people of the registered nearly 600 foreign-related units on the basis of checking archives and visiting for investigation, and initially did class evaluation, totally confirming 164 Class B units, 319 Class C units (including 246 units with less than 3 persons invited) and 66 Class D units (including 18 units who were suspended the invitation qualification). Effectively guided foreign-related units and foreigners to comply with laws and rules consciously by virtue of credit class evaluation.
Elaborated “discretionary power” and raised regulation level. According to Common Entry-Exit Administrative Cases’ Discretionary Standards of Zhejiang Provincial Public Securities Authorities, Entry-Exit Administration further elaborated and regulated the punishment standards on the common entry-exit administrative cases for each unit in charge of cases upon considering Yiwu real situation with the legal brigade; meanwhile, carried out different visa for foreigners with/without illegal record, issued Visa Issue Discretion of Foreigners with Illegal Behaviors, regulated “foreigners with illegal behaviors didn’t enjoy green channel service any more within one year”, and shortened visa valid term as appropriate, which played a good role with deterrent effect.
Developed “new system” and raised early ability. In order to strengthen the follow-up management and control for the overseas personnel with bad records, Entry-Exit Administration recently began to research and develop “early warning system of management and control for overseas personnel” which officially came into service under the substantial support of Entry-Exit Administration of Zhejiang Provincial Public Securities Department. This system could online automatically compare, early warn in different categories and verify in real time by virtue of overseas personnel with bad records; and could timely master their activity traces, strictly inspect and issue visa, and effectively supervise them to exit on time.
Implemented “commitment system” and raised data quality. In order to raise overseas personnel’s lodging registered information quality, Entry-Exit Administration holds a symposium for persons in charge of foreign-related hotels with much logging data mistakes and notified the problems existing in lodging registration work every month; on the basis of this, creates the collective commitment system for hotel groups with much mistakes: five management levels of hotel owner, General Manager, Front Office Manager, Front Office Director, Front Office Head Waiter make written commitment to raise data quality, and has effectively promoted the whole hotel to jointly improve management responsibility awareness. Since this year, this bureau has held collective discussion for 6 times and 42 hotels have singed letter of commitment.
