The recently-held the Seventh Plenary Meeting of the Twelfth Yiwu Municipal Committee (Expansion) made an objective review of achievements in 2009 and made a scientific analysis of current situation. Meanwhile, it explicitly put forward overall requirements, objectives, tasks and important initiatives for the work of Yiwu this year and later, which would serve as a guide to a new round of development of Yiwu.
The year of 2009 is the most difficult year for Yiwu’s development after entering the 21st century. The international financial crisis has brought great impact on Yiwu, which has encountered unprecedented challenges and tests. We must also clearly understand that these problems during the course of development are temporary and we must not belittle ourselves and lose our confidence. In order to address the financial crisis, Yiwu’s municipal government and committee took positive actions, adhered to pragmatic innovations and did an overall great job of maintaining growth and stability and protecting people’s livelihood, etc. They made remarkable achievements and accumulated much successful experience.
In order to implement the spirit of the Seventh Plenary Meeting of the Twelfth Yiwu Municipal Committee, we must first incorporate the thoughts and understandings of party members, cadres and the masses of Yiwu with the decisions and plans of the meeting and Yiwu’s municipal committee’s analysis and judgment of current situation. As to the macro situation, the international financial crisis has reached the bottom and the global economy is recovering. This year’s favorable conditions and positive factors increased significantly and Yiwu has entered into a period of accelerated industrial restructuring and resource constraints and social development transition. Therefore, all departments and units must always maintain an energetic, high-spirited and progressive mental state and further clarify ideas, specify goals and form an integrated force to meet the new round of development challenges with great confidence and passion.
In order to implement the spirit of the Seventh Plenary Meeting of the Twelfth Yiwu Municipal Committee, we must take the scientific development concept as a guide and actively plan and develop a series of concrete measures to implement the spirit of the meeting as soon as possible in accordance with the development goals and tasks set during the meeting. We must stick to the theme of “Innovation and Excellence, Quality and Efficiency”, pay special attention to the implementations, overcome difficulties and focus on transforming the economic development mode and promoting two reforms, namely, the comprehensive reform of international trade and urban and rural comprehensive supplementary reform. We must focus on six important aspects of work, namely, firmly build Yiwu into an international commodity trading center, create “business lowland”, perfect urban functions, accelerate the building of new countryside, improve people’s livelihood and set up innovative systems and mechanisms. We must turn the crisis into the opportunity and promote the scientific development to ensure that Yiwu is always in the forefront.
Confidence is more important than gold. The new major policies and guidelines have been specified and the new development blueprint has been drawn. Facing the new round of development challenges, Yiwu should study hard and thoroughly understand the spirit of the meeting, forge ahead with great confidence, enhance the cohesion of people of Yiwu, carry our work with great sureness and creativity, promote the city’s sound and fast economic and social development and accelerate the building of international famous business city.
