On the morning of December 11, the preliminary contest of the Speech Contest Titled on "Studying Plenary Policies and Promoting Party Construction at Grassroots Level" was held at the Municipal Party School and 68 grassroots-level cadres or workers from all counties and streets as well as hospitals or schools within the city. The contest was held with the theme of "strengthening implementation, seeking innovation and breakthroughs", in order to promote the policies decided on the Fourth Plenary Session of the 17th Central Committee of the CPC, and foster an active environment of studying and implementing Scientific Outlook on Development for party members and masses and strengthen leaning grass-root party organizations. Reportedly 20 winners will be qualified for the final of this contest.
