The Seventh Plenary Session of the Twelfth Municipal Party Committee has determined that “Creating innovation and excellence to improve quality and efficiency” will be the work focus for the city this year as well as the upcoming period. Well implementation of this focus will effectively push forward the new progress of development of our city.
To create innovation and excellence is to transcend. Ever since the reform and opening, Yiwu has made remarkable achievements, and kept stable and healthy development of the economy and society though facing numerous difficulties caused by the international economic crisis; the fundamental reason for these achievements is that we have insisted on the spirit of entrepreneurship and innovation. However, achievements can only indicate the past, and we have to stay grounded with the awareness of potential danger and a sense of crisis; we should be aware that we are in such a situation that “leaders are leaving us behind while chasers are approaching”. How to consolidate the momentum of economic recovery and maintain the stability of the society? How to successfully wind up the Eleventh Five-Year Plan? How to establish new advantages for Yiwu and maintain her leading position? To answer all these questions, we have to constantly strengthen the concept of creating excellence and innovation and take it as the guideline and purpose for the future works, so that we can further create excellence and innovation to win more opportunities for development and larger space for market competition, and finally achieve frog-leaping developments.
Creating excellence and innovation is the engine for pushing forward the sound and fast development of economy and society of Yiwu. The Seventh Plenary Session of the Twelfth Municipal Party Committee has proposed the target and orientation of development for 2010 and the next period of time. We should focus on the targets and missions proposed at the Seventh Plenary Session of the Twelfth Municipal Party Committee, make great efforts to cultivate the mainstay of creating excellence and innovation, build an excellent and innovative brand, carry forward the culture of creating excellence and innovation, constantly perfect the related mechanism, accelerate the improvement on policies, strive to optimize the environment, consolidate the foundation for creating excellence and innovation, and implement the actions of maintaining the leading market position, build an “entrepreneurial low-lying land”, improve and perfect the city functions, properly manage the three agriculture-related issues, improve people’s livelihood, penetrate into all aspects of the reform of system and mechanism, fully implement the concept of creating excellence and innovation throughout the whole process of “innovating in 10 working mechanisms”, “establishing 10 development platforms”, “building 10 major projects”, “handling 10 practice issues for people’s livelihood”. Governments at town and sub-district levels and all departments should pay great attention to the major focus, as well as understand and fully implement it, and then make key deployments and push forward the progress step by step to make sure that the foresaid focus is effectively put into practice.
We should be brave in creating excellence and innovation, and do the job effectively, so as to transform the essence of Yiwu culture, which is “we have what others haven’t; we have what are better than others’; we dare to be the first above all competitors”, into the spirit of creating excellence and innovation for the new era of Yiwu. We should give full play to people’s enthusiasm, wisdom and strength to create excellence and innovation, fully mobilize their motivation, initiative and creativity to become the implementers of creating excellence and innovation. The ultimate purpose of creating excellence and innovation is to improve people’s livelihood, make our life richer, our homeland more beautiful, and our career more brilliant. Only when everyone takes part in the actions can we form a strong atmosphere of creating excellence and innovation everywhere in the city and realize the vivid picture of universal implementation.

A thousand boats are making all-out efforts sailing forward to compete with each other; we should start our journey once again standing on top of the waves.
