Accompanied by He Meihua (the Mayor) and Wang Kuiming (the Deputy Mayor), Xu Jiping, Li Liangfu who are Deputy Directors of Provincial Transportation Department and Qian Ligao, Deputy Director of Provincial High Way Bureau recently came to Zhengyi toll station on 03 provincial road with the staff from Provincial Transportation Department and Levy Office, Accounting Office of Provincial High Way Bureau, so as to examine and direct the municipal cancellation work of secondary roads for which the government repays the loan.
Fees used to pay loan are charged through “1 station, 1 point and 5 institutes”
There are 6 common municipal toll road projects approved by provincial government: section from Yiwu Dachen to Xijing on 03 provincial road (Yiwu new Line on 03 provincial road), section from Yiwu Dachen to Qingkou on 03 provincial road (Yida Line), section from Yiwu to Jinyiqiao on 03 provincial road (Yijin Line), Connecting Line between 03 and 37 provincial roads (Ringroad), Jinyidong high way, Yiwu section from Dongyang to Yiwu’s secondary road (Yangguang Road Phase 1). The total length is 114.04 km, total investment is 1.60874 billion Yuan, the length of road open to traffic is 111.54km, and that to be constructed is 2.5km (Ringroad Phase 3).
"Four Self-operations" highways in Yiwu adopted unified toll and pay system, in which road toll is charged by “1 station, 1 point and 5 institutes” , i.e. charged by Zhengyi toll station on 03 provincial road (including Dachen Levy Station and Humen Compensation Fare Station) and collected by 5 highway toll institutes.
Toll Cancellation Time: 23:58pm, Feb. 28
Since the implementation of reform on refined oil pricing and taxes in 2009, our country has started to cancel gradually and orderly the charging system of secondary roads for which the government repays the loan. And our province has been listed in the second team which is to cancel the above charging system. On Jul. 9, 2009, Provincial Transportation Department, Financial Department, and Development and Reform Commission jointly issued a document to ask each place to confirm the nature of common toll road projects. According to the real condition of Yiwu, our city determined it as secondary roads for which the government repays the loan. After the agreement of provincial government, all the toll roads have been listed in the project of road toll cancellation, which will be carried out on 23:58pm, Feb. 28, 2010. At that time, Zhengyi toll station and Humen Compensation Fare Point will be removed, and Yiwu, Shangxi toll stations on Hangjinqu Highway, Yiwu (east), Xucun, Yiting toll stations on Yongjin Highway will not be responsible for collecting toll any longer.
Arrange the staff of toll stations properly
After the cancellation of road toll, Zhengyi toll stations on 03 provincial road will be removed, so the staff will need to be arranged properly. It’s introduced that there are 3 principles for the arrangement: firstly, borrowed employees will return to previous units; secondly, official employees will be arranged in public institutions or state-owned business such as transport development company; thirdly, all the temporary employees will be dismissed. In addition, those official employees who prefer self-employment can get living supplement and economic compensation after terminating their employment contract according to related regulations. And temporary employees will get economic compensation at a time after they are dismissed.

Canceling toll for a year can reduce “burden” by 90 million Yuan at least
After the highway network improves to some extent, toll station will quit the stage of history timely, which is not only a measure for the government to reduce burden for transport enterprises and vast vehicle owners, but also a great thing for building “harmonious transportation” and promoting sound and fast development for regional economy.
Mr. Liu from a public institution in Pujiang said, “I drive between Yiwu and Pujiang everyday, but as the removal of Humen Compensation Fare Station, I will save road toll of more than 7,000 Yuan for a year. Besides that, for many enterprises in Huangzhai of Pujiang are opened by Yiwu people, the cancellation of toll collection at Yiwu (Houzhai) exit of Hangjinqu highway will provide more benefits to enterprise owners.”
Yu Limin, the general manager of long-distance transport company in municipal Hengfeng Group said that, “the removal of toll stations in secondary roads for which the government repays the loan, and the cancellation of collection charges in highway toll station, actually make the transport enterprises get great benefits and at least reduce annual burden by 6,000~7,000 Yuan for each car of our company.”
According to incomplete statistics from each institute (station, point) in 2009, the removal of Zhengyi toll stations (including Dachen Levy Station and Humen Compensation Fare Point) on 03 provincial road, and the cancellation of collection charges in 5 highway toll stations on 2 highways, can reduce burden by more than 90 million Yuan for transport enterprises, local vehicle owners and visiting vehicles at least in a year.
