Recently, Huang Zhiping, member of the Standing Committee of the Municipal Party Committee of Jinhua and the Municipal Party Secretary of Yiwu, made a work report at the plenary session on behalf of the Standing Committee of the Municipal Party Committee; at the session, he advocated the whole city to “create excellence and innovation, improve quality and efficiency, strive to carry forward the two reforms and establish new advantages for the development of Yiwu”, so as to push forward the new round of development of Yiwu and ensure her leading position.
The report for the plenary session, which has embodied the practical style of “planning for the future based on the current situation” and the great strategy of “standing on a high vantage point and having a farsighted view while being strategically situated”, is the achievement made by the Municipal Party Committee as well as Party members and cadres of the city at all levels through their all-out efforts and great wisdom. The report will surely become the guidelines leading Yiwu in the year 2010 and the future period. Before the release of this work report, the final piece had gone through the drafting process of repeated deliberation, revision and enhancement.
Background
Currently, Yiwu is in the key period of consolidation, stabilization and recovery, the key period of transformation and upgrade, and the key period for seizing the new round of development opportunities after the economic crisis. Once again, Yiwu is standing at a critical turning point. How should Yiwu establish new advantages of development to seek a new round of greater development and ensure her leading position? This has become a significant historic mission for all people of the city, and once again our Municipal Party Committee is facing a test on wisdom and ability of leading the scientific development.
The team of the Municipal Party Committee has been aware that: the competitions among regions can be described by the saying “he who does not advance loses ground.” With leaders running in front and chasers approaching, Yiwu will lose ground if she does not advance or advances too slowly. Yiwu has to march forward courageously as there is no turning back. The “special status” of Yiwu has decided the only way to go.
In the wave of the impact from the international economic crisis, Yiwu has been affected greatly for its highlighted export-oriented economy. The Municipal Party Committee and the government took a series of effective measures to cope with the crisis and finally succeeded by achieving notable achievements in economic stabilization and recovery. To some extent, Yiwu has become the “barometer” for China to deal with the international economic crisis. However, Yiwu, who has taken the lead in getting out of the crisis, still has many troubles and problems in structure, quality and system, and the bottlenecks restricting its development have not yet been broken down while some uncertain elements still exist in the future development. After the crisis, various regions are accelerating their steps in the new round of competition. It is a major concern that whether Yiwu will seize the opportunities of development and establish her new advantages, so as to step ahead of the others and win the initiatives.
The target of the Seventh Plenary Session of the Twelfth Municipal Party Committee is to answer the question that how can Yiwu accelerate the new round of development; the target of the plenary session work report is to form the guidelines and goals for Yiwu’s acceleration of development. Then how to determine the guidelines and goals?
Preparation
How to work out the guidelines and goals for the work in 2010 and the future period? Huang Zhiping and other leaders of the Municipal Party Committee and government have paid great attention to this issue.
For the success of the plenary session of the Municipal Party Committee under the special background and to summarize a guidance document for the future development of Yiwu at the session, the Municipal Party Committee started the preparation very early.
In October last year, the Municipal Party Committee held the activity themed “ensuring implementation, making innovation and seeking breakthroughs”. The municipal leaders had taken the lead in conducting key subject research so as to make preparations for working out the guidelines of 2010 and the future period. Meanwhile, the Municipal Party Committee had successively organized symposiums on the five key aspects including industry, market, the three agriculture-related issues, city construction and efficiency improvement so as to seek for opinions from different sources to further work out the guidelines.
In order to learn from the successful cases and advanced experiences of other regions, the Municipal Party Committee and government organized a Party-Government Delegation early in the December of last year to go north to Suzhou in Jiangsu Province, Wuxi, Linyi in Shandong Province and Tianjin for learning and investigation. In this tour of learning, the team members have seen clearly the gap between Yiwu and the advanced and developed regions, broaden their horizon, widen their mind and reached a consensus on “learning from the advanced and developed regions to accelerate the development of Yiwu”.
On December 30 of last year, the Municipal Party Committee held a work retreat with the leaders at municipal level, at which the leaders reported the achievements on their respective key research subjects. Centering on the construction of “the famous international trade city” and the promotion of the construction of the two reform pilots and development platform, the attendees also raised working measures and proposals to provide reference for further working out the work guidelines.
During the process when our city is proactively planning and working out the work guidelines for 2010 and the future period, the Party Central Committee and the Provincial Committee have successively held a series of important meetings. The fourth Session of the Seventeenth Central Committee of the Party proposed that we should make efforts in improving the scientific construction of the Party; the Central Economic Working Conference proposed that it was extremely urgent to transform the development means of economy; the meetings of the Provincial Committee of the Party also stated that we should work out the work guidelines for this year. All these have indicated the direction for Yiwu to go. How to center on the thoughts proposed by Central and Provincial Party Committees and embody the spirit in the work report of the plenary session? The team members of the Municipal Party Committee and all Party members and cadres of the city are engaging in in-depth consideration and seeking for the best answers.
Release
After the symposiums held at all levels, retreats, learning and investigations and in-depth study and implementation of the spirit of the series of meetings held by the Central and Provincial Party Committees, the whole city has been aware of the bottlenecks restricting Yiwu’s development and the advantages in favor of the development. We have reached a consensus on how to carry forward the development strategy of “promoting commerce and constructing markets”, how to accelerate the transformation and upgrade of industry and economy, how to promote the two reforms and how to carry forward the efficiency improvement, which has laid foundation for working out the guidelines for the future period.
Based on the repeated consideration, discussion and opinion collection, the Municipal Party Committee successively held the Secretary Working Conference and the Session of the Standing Committee of the Municipal Party Committee to conduct special topic research on the work guidelines for the year 2010 and the future period, and proposed the general guideline of “creating excellence and innovation, improving quality and efficiency, striving to carry forward the two reforms and establishing new advantages for the development of Yiwu” while sending the draft of the plenary session report (exposure draft) to various departments and government organs at town and sub-district levels to seek for opinions. Group discussions of Party member representatives of the city were also held prior to the Plenary Session of the Municipal Party Committee for revision, perfection and enhancement. The work report of the Session of the Municipal Party Committee was officially finalized at last.
The Municipal Party Committee believes that taking “creating excellence and innovation; improving quality and efficiency” as the focus of work for the future period is based on three aspects of consideration: “creating excellence and innovation; improving quality and efficiency” is the embodiment of how Yiwu is implementing the scientific development concept and the general strategy of the “two creatings” of the Provincial Party Committee to push forward the transformation of development means under the new situation; it is the inevitable choice if we want to establish new advantages for the development of Yiwu with clear awareness of the development situation of Yiwu herself; it is also an urgent demand to be further determined and inspired to ensure the leading position of Yiwu. We can say that this focus is in compliance with the current situation and the future development of Yiwu and it is a strategic decision for pushing forward together the new round of faster development of Yiwu.
Resonance
On January 8, the Seventh Plenary Session of the Twelfth Municipal Party Committee was held ceremoniously, where the report made by Huang Zhiping, the Secretary of the Municipal Party Committee, aroused resonation from many attendees.
Impressed by the report, the attendees said that the purpose of the plenary session was to answer the question that how should Yiwu accelerate her development after the crisis. The report with clear theme and highlighted key points illustrated the development path for the future from confidence and determination to methods and measures. There are five highlights in the report: the first is to highlight “long term”. The report was standing on a high vantage point to plan for long term benefits; it proposed a series of forward-looking ideas and measures. The second is to highlight “practicality”. The report was from a high point of view and proposed measures in practical aspect which were associated with the plain truth; the “four 10s” and works in six aspects mentioned in the report were quite practical centering on the fundamental issues which were necessary to do in Yiwu currently. The third is to highlight “creation”, i.e. “creating innovation with entrepreneurship and creating excellence as pioneers”, which included creating innovation in ideas and measures, creating excellence in the development environment and inspiring the entrepreneurial enthusiasm and others. The fourth is to highlight “great”. The great development would be in need of great ideas, great platforms and great services. The whole report reflected the great courage and great strategy, showing the firm belief and strong determination of the Municipal Party Committee to accelerate the new round of development. The fifth is to highlight “implementation”, which indicated that the Party construction and efficiency improvement in governmental organs should be strengthened to build a leading team with great courage to fight against the difficulties and shoulder the responsibilities. They should carry on the traditional fine working style of “doing solid works and overcoming difficulties” to ensure the implementation of the great guidelines.
Today, Yiwu starts her journey once again for a new round of greater development. The work report of the Seventh Plenary Session of the Twelfth Municipal Party Committee will surely become an important document as the guidelines for Yiwu in the year 2010 and the future period.
