Yiwu City’s comprehensive pilot reform in respect of administrative law enforcement, through half year of trial implementation, culminates in initial success. During July 15th and 16th, the special inspection team that was jointly formed by Legislative Affairs Office of Zhejiang Province and Provincial Office of the Institutional Organization Committee visited Yiwu City, and it conducted special survey and research on Yiwu City’s “Comprehensive Pilot Reform in respect of Administrative Law Enforcement”. After that, the inspection team gave high recognition to Yiwu City’s pilot work, and it hoped that Yiwu City could constantly sum up experiences to better serve Zhejiang Province and the whole country. At the special seminar held in the morning on July 15th, Mayor He Meihua gave brief introduction to Yiwu City’s pilot work, and relevant department principals of Jinhua City and leaders of Yiwu City Song Yinghao and Xiong Fangming attended the seminar. It is learned that since the end of last year, Yiwu City, under the “Strengthening the County by Enhancing the Rights, and Strengthening the Township by Enhancing the Rights” framework, integrated law enforcement functions to further its attempts in different aspects like mechanism setup, function transfer, system consummation, and team integration, so as to explore the new flattened administrative management system, do its utmost to make reformations and innovations in administrative law enforcement system from the source, and continuously improve the law enforcement efficiency and level. All told, 2,163 administrative penalty affairs of Yiwu City’s 19 administrative departments have been transferred to the Comprehensive Administrative Law Enforcement Bureau. More than half year of running reveals that the pilot reform has achieved fruits in five aspects: firstly, it intensified the Yiwu City’s comprehensive development capacity and achieved the transformation from “See, but No Power” to “See, and Fulfill Power”. Secondly, it efficiently integrated resources and achieved the transformation from “Sheer Law Enforcement” to “Comprehensive Control”. Thirdly, it helped improve the work efficiency and achieved the transformation from “Multi-layer Law Enforcement” to “Definite Responsibilities and Liabilities”. Fourthly, it standardized the law enforcement behaviors and achieved the transformation from “Self Approval and Self Management” to “Mutual Supervision”. Fifthly, it brought benefits and conveniences to the people and achieved the transformation from “City-Countryside Coordination” to “Grassroots Solution”. Source said that in the afternoon on July 15, the special inspection team that was jointly formed by Legislative Affairs Office of Zhejiang Province and Provincial Office of the Institutional Organization Committee arrived at Fotang Township to convene meetings, so as to conduct research and survey on Fotang Township’s comprehensive pilot reform in respect of administrative law enforcement, preliminary work of administrative management system pilot reform, and “Strengthening the Township by Enhancing the Rights”. Meanwhile, relevant department principals of Jinhua City, and leaders of Yiwu City Song Yinghao, Wu Senmin, and Xiong Fangming accompanied the inspection team. At the seminar held by the inspection team, Director of the Legislative Affairs Office of Zhejiang Province Sun Zhiping heard the report in respect of furthering comprehensive administrative law enforcement reform made by Fotang Township and relevant departments of Yiwu City. Director Sun said: “All units were efficient and competent in furthering comprehensive administrative law enforcement reform, and the comprehensive law enforcement organization was timely and of high efficiency and favorable effect, which received warm welcome from the public”. Sun also noted that in the future, all units and departments should focus on improving the law enforcement team’s quality, and achieve “equitable and civilized” law enforcement, so as to cultivate a sound legal environment. After hearing relevant reports, Zheng Caifa gave high recognition to Fotang Township’s preliminary work of administrative management system pilot reform and “Strengthening the Township by Enhancing the Rights” work, and he said: “Fotang Township assumes three key pilot reform missions like ‘Strengthening the Township by Enhancing the Rights’, ‘Integrated Administrative Law Enforcement’, and ‘Administrative Management System Reform of National Developed Townships’, and now, it takes the lead in Zhejiang Province. Later, it should always abide by ‘Bring Conveniences, Benefits, and Interests to the People’ principle and persist in the “Build up Service-oriented Government” goal in the future pilot work, so as to explore a new way for Zhejiang Province’s pilot reform”.
