Recently, the 2010 National Conference on Scientific Development of County Economy was convened in Haicheng City of Liaoning Province, and the conference released the 10th List of Top 100 Counties of Economic Strength, in which, Yiwu City ranked the 8th place. Meanwhile, more than 500 leaders and experts from the Central Rural Work Leading Group Office attended the conference. Yiwu City has ranked top 10 in the List of Top 100 Counties of Economic Strength for the fifth straight year, and it ranked the 8th place for four consecutive years. Amongst the top 10 counties (cities) of economic strength, 7 counties (cities) are located in Jiangsu Province, four counties (cities), successively Cixi, Shaoxing, Yiwu, and Yuyao, located in Zhejiang Province, one located in Guangdong Province, and one located in Fujian Province (some top 100 counties of economic strength have the same ranking). Counties (cities) in Yiwu City that ranked in the top 100 counties of economic strength also include Yongkang, the 60th place, and Dongyang, the 74th place. The list was made by China County-level Economy Research Institute through comparing, reviewing, and identifying counties’ public data, and the appraisal is based upon the county economy indexes and “Scientific Development” in 2009. Of which, economy indexes comprise local population, GDP, local general fiscal budget revenue, urban residents’ per capita disposal income, and farmers’ per capita net income etc. “Scientific Development” appraisal consists of three aspects, namely, “County’s Relative Rich Degree”, “County’s Relative Green Index” and “County’s Humanistic Environment for Scientific Development Centered on Happiness Index”. Founded in December 1998, the China County-level Economy Research Institute is China’s first independent social institution specializing in China’s county economy research and service, and it is touted as “No. 1 Institution of China’s County Economy”. Relevant data from Yiwu statistics department reveals that in 2009, per capita GDP in Yiwu City firstly surpassed US$ 10,000 to hit US$ 10,460, and so Yiwu is the first county (city) with per capita GDP surpassing US$ 10,000 in the region. Based upon the World Bank’s standard, per capita GDP of more than US$ 10,000 marks a region’s transformation from developing condition to developed condition.
