Mr. Huang Zhiping, Standing Member of Jinhua Municipal Party Committee and Secretary of Yiwu Municipal Party Committee, said the whole city shall carry out policies of the Central Economic Working Conference and seriously conclude experience on the advanced regions in developing urban economy, speed up Yiwu's urban economy development, direct Yiwu's development to a new level and make sure of Yiwu's leading position.

Huang Zhiping said the Central Economic Working Conference is a very important conference held just after the Fourth Plenary Session of the 17th Central Committee of the CPC under the background of a very difficult domestic and international economic environment. The conference pointed out that the key to next year's work is to promote transforming of development mode and combine rapid economical development with transforming of economical development mode, that is, to develop by transformation and to transform by development. The whole city should seriously study and deeply understand the policies to unify our thinking to the policies decided at the Central Economic Working Conference, and have the initiative of economical work, speed up transforming of economical development mode and to properly make next year's working plan.
"Five Enlightenments on Urban Economic Development in the Advanced Regions
At the All Leading Cadres' Working Conference, Huang Zhiping talked and concluded five enlightenments from the tour in Suzhou, Wuxi, Linyi, Tianjin. First, the key to urban economy growth is business mode's innovation and we should concentrate modern industries and service sectors to achieve an optimized allocation of means of production in a wider extent; second, the key to transforming and upgrading the urban economy is platform innovation. We should constantly improve series of production service platforms to promote mutual development of manufacturing and producer services; third, the key to sustainable development of the urban economy is the innovation of city management conception. We should make full use of our city potential to create city's development advantages via consuming minimum resources or "nothing"; fourth, the key to the core competency of the urban economy is function innovation. We should attract talents with policies more preferential than others by perfect life and service function and livable environment; fifth, the key to rapid development of urban economy is city management innovation. We should forge a sound administrative service mechanism and a cadre team dedicated to serving the people.
Speed up Urban Economical Development by Making Sure in Five Aspects
Huang Zhiping said the Central Economic Working Conference has set a direction for further development and other regions' development has provided us advanced experience, which we shall make a good use and make them serve Yiwu's development. In order to speed up Yiwu's economic development and promote transformation of development mode, the five aspects shall be given a priority:
1. Optimize urban development layout to strengthen the industrial support of the urban economy. According to requirement of "making up whatever insufficient", seriously carry out industrial development, urban functional layout, market supporting service and other urban economy development plans and promote some urban highlighting projects with high quality and high standards. Constantly improve Yiwu's unique market system, set its future development path and target to ensuring "being always the strongest". Transform investment attraction mode, develop some large groups or enterprises, attract some industrial leading enterprises, flagship enterprises and major projects and forge Yiwu's "industry gathering place".
2. Optimize development platforms to promote transform and upgrading of the urban economy. Speed up construction expanding and integrated upgrading of the developing zone, attract enterprises by three levels as Core Zone, Comprehensive Zone and Functional Zone and forge an investment attraction situation of "land waiting enterprises". Speed up producer services and constantly optimize all service platforms.
3. Innovate city management conception and promote sustainable development of the urban economy. Achieve continuous optimization of system environment with "two reforms", pilot project of international trade and of comprehensive reform and pilot project of urban and rural supporting comprehensive reform, as the priorities. Strengthen ecological civilization and actively develop recycling economy and energy-saving environment-friendly industry, develop urban agriculture and combine ecological civilization with urban development.
4. Speed up livable city construction and raise the city's core competitiveness. Actively carry out the strategy of "developing the city by talents", speed up livelihood service sectors and forge livable production and living environment.
5. Strength the efficiency building of the government, forge a cadre's team that is responsible, capable and dedicated to the goal to provide a strong organizational support for Yiwu's further development.
At the conference, Huang Zhiping made an arrangement for the work during the turn of the year: to plan for next year's work, properly implement the present economical work, seriously carry out work on people's livelihood, strengthen production safety management, keep social stability and build a more clean and efficient government, etc.
